EICR for London Landlords – Electrical Installation Condition Reports

An Electrical Installation Condition Report (EICR) records the condition of a property’s fixed electrical installation. Most private landlords in England need one at least every five years.

What an EICR covers

An EICR is an inspection and test of the fixed electrical installation — the wiring, sockets, light fittings, consumer unit (fuse box) and permanently connected equipment such as an electric shower.

  • Visual inspection of the installation and its accessories
  • Testing of circuits, protective devices and RCDs
  • Checks of earthing and bonding
  • A written report with observations and an overall result

Who needs an EICR?

  • Private landlords with assured shorthold and most other private tenancies in England
  • HMO landlords
  • Letting agents who arrange compliance on behalf of landlords

The legal requirements

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require landlords to have the electrical installation inspected and tested by a qualified and competent person at least every five years.

  • Give a copy of the report to existing tenants within 28 days of the inspection
  • Give a copy to new tenants before they occupy the property, and to prospective tenants within 28 days of a request
  • Supply a copy to the local authority within 7 days if it asks for one
  • Complete any remedial or further investigation work within 28 days (or sooner if specified) and confirm completion in writing to the tenant and local authority

Local authorities can impose financial penalties of up to £30,000 for breaches.

Understanding the result

Observations on an EICR are given codes:

  • C1 – danger present, immediate action required
  • C2 – potentially dangerous, urgent remedial action required
  • FI – further investigation required without delay
  • C3 – improvement recommended

A report with any C1, C2 or FI observation is normally classed as unsatisfactory, and the work must be carried out within the required timescale.

What happens during the inspection

  1. Arrange accessThe electrician needs access to the consumer unit and every room.
  2. Inspection and testingCircuits are inspected and tested. The power will be switched off at times, so tenants should be told in advance.
  3. Your reportYou receive the EICR, including any observations and recommended action.

How long does an EICR take?

It depends on the size and condition of the installation and the number of circuits. A small flat usually takes less time than a large house or HMO.

Does an EICR cover appliances?

No. An EICR covers the fixed installation. Portable appliances you supply can be checked separately through PAT testing.
