The legal position
There is no specific general legal requirement for PAT testing in private rented homes. However, landlords must ensure the electrical equipment they supply is safe. Many HMO licences, letting agents and insurers expect regular appliance checks, and a PAT record is a practical way to show this.
Government guidance on the 2020 electrical safety regulations explains that those regulations cover the fixed installation, and encourages landlords to carry out PAT testing on appliances they provide.

Is PAT testing a legal requirement for landlords?
Not as a general rule, but landlords must make sure any electrical appliances they supply are safe. Some HMO licences require it.
How often should appliances be tested?
There is no single fixed interval. Many landlords test between tenancies or annually, depending on the type of appliance and how it is used.
Are tenants’ own appliances tested?
