Legionella Risk Assessments for London Rental Properties

Landlords have a duty to assess and control the risk of exposure to Legionella bacteria in the hot and cold water systems of their properties. A legionella risk assessment is a common way to meet this duty.

What a legionella risk assessment covers

  • A review of the hot and cold water system, including tanks, cylinders and outlets
  • Water temperature checks at relevant points
  • Identification of little-used outlets, dead legs and other risk factors
  • A written assessment with practical control recommendations

The legal requirements

Under health and safety law, landlords must assess the risk from exposure to Legionella and put appropriate controls in place. For most domestic properties the risk is low and simple measures are often enough, such as keeping hot water hot, keeping cold water cold, flushing little-used outlets and keeping tanks covered.

The HSE is clear that there is no legal requirement for landlords to obtain a legionella “testing certificate”. What matters is that the risk has been properly assessed and controlled.
