HMO licensing in London
Under the Housing Act 2004, a licence is normally mandatory for an HMO occupied by five or more people forming more than one household. Councils can also introduce additional licensing for smaller HMOs and selective licensing for other private rented homes, and many London boroughs operate such schemes. Licence conditions vary, so always check with the council where the property is located.
The Management of Houses in Multiple Occupation (England) Regulations 2006 also place duties on managers, including maintaining fire safety measures, gas and electrical installations and common parts.
