PAT Testing for London Landlords and HMOs

Portable appliance testing checks electrical appliances you supply with a property — such as kettles, toasters, microwaves and lamps — and records the results.

What PAT testing covers

  • A visual inspection of each appliance, plug and cable for damage
  • Electrical tests appropriate to the type of appliance

The legal position

There is no specific general legal requirement for PAT testing in private rented homes. However, landlords must ensure the electrical equipment they supply is safe. Many HMO licences, letting agents and insurers expect regular appliance checks, and a PAT record is a practical way to show this.

Government guidance on the 2020 electrical safety regulations explains that those regulations cover the fixed installation, and encourages landlords to carry out PAT testing on appliances they provide.
